Tender & Gem Operation Manager — Job Description

Role purpose

Turn every suitable government opportunity into a compliant, competitive, on-time bid — and every award into a delivered contract.

Manage the full government tender and GeM operations function – eligibility, bid strategy, submission and post-award – maximising qualified win rate.

Key responsibilities

• Own tender/GeM/CPPP pipeline: screening, eligibility and bid decisions
• Lead bid preparation, BoQ, financial instruments (EMD/BG) and submission
• Manage GeM catalogue, bids, PAC/OEM-authorisation and compliance
• Coordinate technical and finance inputs with maker-checker discipline
• Track results, contracts, deliverables and tender MIS
• Act as Checker in maker–checker review before the authorised signatory
• Maintain the GeM catalogue, MSE / MII and OEM authorisation evidence
• Track EMD / BG with Accounts and EMD refunds after results

System responsibilities (Odoo)

• Tender/GeM Operations Manager – runs the Tender Management lifecycle with maker-checker control
• GeM / CPPP portal operations, PAC and OEM-authorisation compliance
• Coordinates BG/EMD instruments with Accounts; oversees the bid team

Key result areas & indicative targets

Targets are indicative and are finalised in the KRA appraisal for each financial year.

Qualifications & experience

• Graduate; MBA or procurement / contract-management training preferred
• Experience: 8–12 years in government tendering / GeM operations
